About COPACO – Paraguayan Communications Company
Compañía Paraguaya de Comunicaciones S.A. (COPACO) is Paraguay's state telecommunications company, created on November 15, 2001 from the transformation of the Administración Nacional de Telecomunicaciones (ANTELCO), under Law 1615/00. COPACO holds exclusivity for basic fixed telephony in Paraguay and is the sole provider of residential and business landlines in the country. In 2010, it acquired Hola Paraguay S.A., which operates the mobile network under the VOX brand (4% mobile market share). COPACO offers basic and corporate fixed telephony, wireless GSM telephony, and internet. As of 2025, COPACO and VOX reported increased revenues and institutional recovery, with new services including satellite internet.
