About Alto Paraná

Alto Paraná Department occupies the far east of the country, covering 14,895 km², with Brazil to the north and Argentina to the south, separated from both by the mighty Paraná River. With 763,702 inhabitants (2022 Census), it is Paraguay's second most populated department. Its capital, Ciudad del Este — 325,819 inhabitants — is the country's second largest city and one of South America's highest-volume commercial hubs, where tax-free trade attracts buyers from across the region, especially from Brazil and Argentina. Alto Paraná is Paraguay's energy and agro-export engine: its waters are home to Itaipú Binacional (Paraguay-Brazil), the hydroelectric plant with the greatest accumulated energy generation record in history — recognized by Guinness World Records in 2024, with over 3,038 million MWh produced since 1984 — and with 14,000 MW of installed capacity. The department generates 35% of national GDP, driven by soy, wheat, corn, and sugarcane. Hernandarias and Presidente Franco form the metropolitan area of Ciudad del Este. In real estate, the region offers mid-to-high-end residential developments along the Presidente Franco and Hernandarias axes, strategic industrial and logistics lots, and high-yield agricultural land. For the international investor, Alto Paraná combines unique energy infrastructure, an active border economy, and one of the highest per-capita GDPs in the country.
